Coast Guard presents Meritorious Public Service Award

ASTORIA, Ore. - Rear Adm. Gary Blore, Coast Guard Thirteenth District Commander, presents a Coast Guard Meritorious Public Service Award to Matt Loughran of Westport, Wash., at Coast Guard Station Grays Harbor, Wash., Oct. 15, 2009. While surfing on Sept. 17, 2009, Loughran risked his life by swimming into large waves and hazardous rocks to rescue a young man out of a rip current and pull him through a heavy surf zone and onto the beach, an effort that took more than twenty minutes.
